David D. Gross
Retired President & CEO

Mr. Gross became a SECURA Board member in 2014. He joined SECURA in 1997 as vice president–sales and marketing. In August 2001, he was promoted to senior vice president–underwriting operations with responsibility for leading the Sales and Underwriting divisions. Mr. Gross was appointed president & COO in September 2013 and became president & CEO in 2014. Mr. Gross retired as SECURA’s president & CEO in April 2022 and transitioned into the role of CEO emeritus and senior executive advisor (through his official retirement in September 2022).

Prior to SECURA, he served in various marketing and underwriting management roles within USF&G Insurance, CNA Insurance, and also as an independent agent. He stared his career in 1980, after earning a degree in marketing from the University of Wisconsin–Whitewater.

John E. Robison

Mr. Robison became a SECURA Board member in April 2022. He is currently chief investment officer at American Fidelity Assurance Company based in Oklahoma City, Oklahoma. He started his career at Westfield Insurance Company in the Fidelity and Surety Department before moving to the Investment Department. Mr. Robison has held executive leadership positions as the chief investment officer at National Interstate Insurance (Ohio), RLI Insurance Company (Illinois), HCC Insurance (Texas), and now American Fidelity Assurance Company (Oklahoma). He has extensive experience managing portfolios both in-house and with external managers.

Mr. Robison holds a BBA in finance from Kent State University and an MBA from Xavier University. He has served as an elected city council member in his hometown of Wooster, Ohio and has taught economics and finance as an adjunct instructor at Akron University.

Anne E. Ross

Ms. Ross became a SECURA Board member in 1993. She retired as partner of the Madison office of Foley & Lardner LLP law firm in January 2024, where she practiced business law since 1981 and served as managing partner from 2008-2018. Her insurance industry experience includes representation of life, health, and property/casualty insurers in new company formation; mergers and acquisitions of stock and mutual companies; mutual insurance holding company conversions and mergers; demutualizations; bulk reinsurance transactions and portfolio acquisitions; insolvency workouts; private debt and equity financing; and joint venture and strategic partnership transactions.

Ms. Ross earned her undergraduate degree from the University of Wisconsin–Madison and her Juris Doctor degree at Stanford Law School. She also serves as a director of Wisconsin Lawyers Mutual Insurance Company.

Garth P. Wicinsky

Mr. Wicinsky became a SECURA Board member in 2022. He joined SECURA’s Human Resources division in 1996 and was promoted to vice president–human resources in 2002, responsible for talent management, compensation and benefits, learning and development, facilities, purchasing, and distribution. With his promotion to senior vice president and chief administrative officer in 2017, in addition to his HR leadership function, he also oversaw Marketing, Research & Development, and Agency Training. Mr. Wicinsky became chief operating officer in January 2022 and transitioned to the role of president & CEO in April 2022.

Mr. Wicinsky earned a bachelor’s degree in business administration from the University of Wisconsin–La Crosse and an MBA from the University of Wisconsin–Oshkosh.
